I’m sure Debian 13.5 and zeek will run just fine, my concern is over time maybe something like cmake doesn’t get upgraded, but a new version will be required for the latest zeek (cmake is just an example). Has anyone run into something like this on Debian? Thank you.

when adding or upgrading dependencies we are conscious of what is available in the platforms supported by Zeek. Supported platforms are tested in CI, and we are making sure dependencies can be installed, e.g., here for debian-13. For a build time dependency we could require installing from other repos (e.g., CMake’s published releases, or a PPA), but we realize that this is not ideal and only cautiously upgrade minimum requirements.
