Do you mean off of http://www.bro-ids.org/download.html ? It works for
me, but it's an FTP URL, so perhaps your browser isn't able to fetch it
due to firewalling/NATing.
I've created a symlink so that http://bro-ids.org/bro-change-log.txt should
now work too. Give it a try, and if it does I'll change the page to use
that instead.

Can't confirm that. It points to
ftp://bro-ids.org/bro-change-log.txt and that works for me.
